I own a flat. Whose insurance covers the damage?
In many blocks, the building itself is insured under a policy arranged by the freeholder or managing agent, while your own contents policy covers your belongings. It depends on your lease. We can work out which policies apply and claim under all of them.

When should I contact a loss assessor?
At the earliest opportunity. The start of your claim is the best time, because that's when your insurer instructs a loss adjuster to act on its behalf, not yours. If you appoint a loss assessor after the adjuster's report has gone in, it can be much harder to challenge.
